| 摘 要： | 从创新到创新体系是人类创新行为演变的基本趋向。国家创新体系和以知识为基础的经济紧密联系在一起,体现了知识在创新过程中的重要作用。在国家创新体系中,知识的生产与知识的扩散同样重要,为推动新知识的创造、传播和应用,构建不同行动者之间紧密整合与互动的社会网络具有重要意义。在国家创新体系的建设中,利用知识产权制度,塑造国家创新优势。
