农产品质量安全相对集中监管机制探析

为了提高我国农产品的质量安全水平,提升农产品的国际竞争力,必须理性配置并统筹协调政府部门的监管职能,提升监管合力。检视我国现有的农产品质量安全多部门综合监管的现状,反思政府监管中存在的职能重合、脱节以及职能配置失衡等不足之处,从制度、组织运行以及外部环境塑造三个方面着力构建＂相对集中监管＂机制,统筹并协调部门职能。赋予农产品质量安全监督局相对集中监管职能,建立具有沟通协调作用的联席会议,在基层搭建县、乡、村三位一体的监管网,以期进一步加强、深化并落实政府的监管职能,确保农产品质量安全。

Research on the Relatively Centralized Supervision of Quality and Safety of Agricultural Products

In order to improve the quality and safety of China＇s agricultural products, and enhance the international competitiveness of agricultural products, we must allocate and coordinate the supervision functions rationaly and flexibly. After a deep analysis of our existing supervision system of quality and safety of agricultural products, and an exploration of the existing problems of current system, we try to create the relatively centralized supervision in system, organization and operation, and the shaping of external environment. Furthermore, we plan to allocate the relatively centralized supervision function to the quality and safety supervision department, hold joint conference to communicate and coordinate the functions. Finally, we want to set up a trinity of supervising network at grass-roots government, with the purpose of strengthening the function of the government＇s supervision, and ensuring the the quality and safety of agricultural products.
