摘    要:追求晋升是官员最大的效用函数,如通过有效的晋升激励来鼓励副职官员努力工作,并认真接受正职官员的领导是一个非常值得研究的问题。在党管干部和民主集中制原则下,当前的官员晋升体制主要有传统的常委会任命制、公推公选制、考试选拔制、海推选举制等,这些都未能很好地解决副职官员在晋升中的激励相容问题。在遵守现行的有关法律和政策前提下,通过基于绩效的副职官员选拔制有助于克服以上障碍,实现副职官员工作努力中的激励相容。

Abstract:The maximum utility function for bureaucrat is to be promoted.It is a worthy study to stimulate the deputy cadres to work hard via the effective promotion incentive.There are some current promotion systems,such as:nomination by the Standing Committee of CCP,public recommendation and election,selection by examination,large-scale recommendation and election,and so on.But these methods cannot reach the incentive compatibility for the deputy cadre’s promotion.On the condition of observing current laws and policies,the performance-based promotion system can help to clear away the foregoing obstacles and realize the promotion compatibility.
