| 摘 要： | 信访的生成与行动隐含着隐秘的机制,透过政治发展水平与国家能力两个纬度可以作政治制度类型的理想划分.不同的政治类型,其民众的表达方式不一样.在国家能力强政治发展水平强的政治制度的类型的国家,民众的利益表达一般可以通过司法路径来实现;而正处在国家能力与政治发展转型时期的中国,需要以信访的方式来作为民众权利救济的一种补充手段.因此,在增强国家能力的同时,推动政治发展水平的提高是民众利益表达制度化吸纳的必然趋势.
