我国自然垄断行业建立现代监管体系的思考

近年来,我国自然垄断行业放松规制改革不断深入,但相应的行业监管体制并没有完全建立起来,政府监管明显落后于市场开放,而且在实践中出现很多新问题。因此,当前我国自然垄断行业的监管改革是一个放松规制与强化规制同步进行的过程,也是新的监管制度建立和完善的一个制度变迁过程。构建自然垄断行业新的监管体系必须从完善法律法规体系、建立独立监管机构、配置监管权、完善监管机制、构建行业自律组织和社会监管体系等方面进行。

On Constructing Modern Regulation System in Our Natural Monopoly Industries

Recently,the reform of deregulation in our natural monopoly industry has further developed gradually,while the industy regulation system adapting to it has not been constructed completely by now.And lots of new problems have occurred in practice.Therefore,the reform of our natural monopoly industry is a synchronous process of deregulation and reregulation,and also a process of constructing a new regulation system.A new regulation system in our natural monopoly industry should be constructed in the following aspects:perfecting law system,constructing independent regulation institution,deploying regulation power,perfecting regulation mechanism,(constructing)(industry) self-discipline organization,social regulation system and so on.
