| 摘 要： | 毛泽东在延安时期就提出了"让人民来监督政府",要求依靠工农群众对党政机关的各级干部实行民主监督.但由于种种原因,人民监督制度在实施中仍存在诸多缺陷和不足.胡锦涛在党的十七大报告中又提出了"让权力在阳光下运行".强调"让权力在阳光下运行",就是指让权力在公开透明的环境下、在民主法治的轨道上、在制约监督机制中运行.落实胡锦涛提出的"让权力在阳光下运行",转变政府职能是前提,权力的局部分解是关键,党要依法执政、民主执政、科学执政是保障. |
