| 摘 要： | 如何构建一个有效的平衡机制来维持社会、政治秩序的有序运转,是当前中国政治发展的核心内容。作为一种民众诉求表达方式的信访,在实际运作中充当着国家与民众沟通的重要桥梁,从而构建了国家与民众之间互动的场域,民众的表达与国家的治理便转化为一种宏大的政治并蕴含着丰富的政治内涵。揭示这种内涵对于把握中国政治发展的走向具有十分重要的理论与现实意义。
