| 摘 要： | 建立和完善农村土地承包经营权流转机制很有必要.当前影响我国农村土地承包经营权流转的因素主要有:农业的比较收益、土地变动和调整、经济发展水平与非农就业比例、户籍制度和农村社会保障制度.对此,应不断提高农业的比较收益;完善我国农村土地承包经营权流转法律制度;大力发展非农产业,降低农民对土地的依赖程度;改革户籍制度与农村社会保障制度,进一步完善我国农村土地承包经营权流转机制.
