| 摘 要： | 随着城市化进程的加快，城市流动少数民族人口的数量不断增加。城市政府部门制定的有关少数民族的法规、条例或管理办法关注的是常住人口权益，而少数民族流动人口的权益往往得不到保障。“自由迁入”是写入宪法的公民基本人权，理应得到法律的“平等保护”。因此，应给予城市少数民族流动人口特别的关注和特殊的政策。

| Abstract: | As the development of cities,the population of mobile ethnic minority in the city has been increasing constantly.Some laws and regulations have been established by the city government to guard the rights of resident population.But,the rights of mobile population have not been protected.Since moving freely from one place to another is one of the basic human rights written in constitution,it should be protected.So,much attention should be attended to the mobile population of ethnic minority in the city and special policies should be laid down for them. |
