构建和谐社会多元参与主体的权责机制分析

和谐社会的惟一可能性在于宪政体制下社会多元化力量的出现。构建和谐社会的核心问题是多元参与主体的权力—责任机制的划分与制约。为了有效地构建和谐社会,必须对各参与主体进行合理的权力与责任划分,在政府内部,进行纵向的各级政府权责划分和横向的部门间权责划分;在政府外部,要对民众、非营利组织、营利组织等其他主体进行权利的授予和制约。

On the Mechanism of Rights and Responsibility to Build a Harmonious Society

The only possibility of a harmonious society is the emergence of pluralistic society under the constitutional system.The key issue of building a harmonious society is the delineation and constraints for the mechanism of rights and responsibility of plural participants.And the participants'rights and responsibility must be divided orderly and reasonably.Within the government,the power and responsibility should be divided vertically and horizontally;Outside the government,rights should be granted and restricted to the citizens,NGOs,private organizations and other rights'objectives.
