| 摘 要： | 1982年《联合国海洋法公约》的缔结对各沿海国家产生了深远的影响，然而这部影响21世纪世界格局的“海洋宪章”除了在第234条明确了相关冰封区域的条款规定适用于北极以外，其他各项条款规定虽表面上没有直接对北极地区进行法律规制，但该公约的适用不仅影响着北极，也决定着北极地区秩序的建立与和平的维护。

| Abstract: | The conclusion of the United Nations Convention on the Law of the Sea（UNCLOS）in 1982 has a profound impact on every coastal state ,and even the world pattern in the 21st century . The“Sea Charter”explicitly regulates that the provisions about the Ice‐covered areas in the Arti‐cle 234 apply to the Arctic .Though there are no direct legal regulations about the Arctic Regions in other provisions of the Convention on the surface ,the application of the UNCLOS not only af‐fects the Arctic ,but also decides the establishment of order and the maintenance of peace in the Arctic Regions . |
