| 摘 要： | 西部地区在开发经济资源的同时,必须注意其薄弱环节——人力资源的开发,才能彻底改变西部的面貌.对西部人力资源开发的必要性进行了分析,对人力资源的政策性开发、使用性开发、培养性开发、观念和文化的更新及实施人才战略提出了一些建议.

| Abstract: | In the course of exploiting economic resources in west China,the weak link(the exploitation of human resources)must be paid attention to,so that west China can take on a new look.Necessity of exploiting human resources in west China is analyzed,and some suggestions are put forward of exploiting human resources in policy,application and cultivation,of renewing the viewpoint and culture and of carrying out personnel strategy. |
