| 摘 要： | 我国货运市场运价是当前竞争性市场供求作用的结果,货运市场私人成本与社会成本的偏离,导致单个货运车主基于既定市场价格的最优决策实际是偏离社会资源配置最优的,并伴随现时屡禁不止的超限超载。政府治超也应从源头入手:即纠正货运市场私人成本与社会成本偏离下的"市场失效"。由此,文章立足于微观经济学局部均衡分析角度,探讨当前我国货运市场超限超载内在形成机理,并对我国现行治超思路做出评析。

| Abstract: | The price of freight market is the result of demand and supply.For disaccord of private cost and social cost,the optimal decision of a van's owner is not the optimal decision of social resources relocation,which is accompanied by overload of freight market.The government should find the springhead of overload:correcting the market failure based on disaccord of private cost and social cost in freight market. In a word,the paper studies the overload mechanism from viewpoint of economics, and comments on the current suggestions. |
