公共利益:质与量的融合

公共利益是一个十分重要的概念,在许多领域发挥着重要的作用。但是这一概念的内涵却长期处于不确定状态。这种不确定状态主要在于"公共"的范围与"利益"内涵的不确定。公共利益可以分为主观公益与客观公益,主观公益是公共利益量的层面,而客观公益是公共利益质的层面,公共利益是质与量的融合,公共利益的标准也就包括数量标准与质量标准。
