| 摘 要： | 建立新型合作医疗制度 ,是解决农村基本医疗保障的重要举措。通过分析中国“二次合作医疗”改革收效甚微的原因 ,提出按地区经济发展的差异性构建多层次的农村合作医疗模式的新思路 ,最后强调国家在合作医疗制度建设中的责任以及给合作医疗制度立法正身的紧迫性。

| Abstract: | It is an important measure to ensure the rural fundamental medical security by establishing a new cooperative medical care system. By analyzing the causes of the failure in the second innovation of new cooperative medical care system, this paper proposes establishing a multi-levelled cooperative medical care mode in accordance with the discrepancy of regional economic development. Finally the paper emphasizes the obligation for our government to establish a new rural cooperative medical care system and the urgency to legalize this kind of system. |
