论“和谐政治”

社会主义和谐政治建设、构建的前提是承认利益多元和利益分殊。政府要把“以人为本”作为自己一切行为和活动的出发点和归宿点，即把如何满足最大多数人的利益作为自己的执政理念，把追求和实现社会公平和公正作为执政目标，把最广大人民群众利益的实现与维护作为自己执政合法性的基础，把“依法执政”、“科学执政”和“民主执政”作为自身建设的目标诉求。因此，和谐政治本质上是“公平政治”、“有限政治”、“秩序政治”、“民主政治”和“法治政治”。

On ＂Harmonious Politics＂

The pre- condition of building or constructing ＂socialist harmonious politics＂ is to recognize the multi nature of benefits and benefits sharing. Therefore, the government must take ＂being people -oriented＂as the starting point and goal o all its activities. Namely, the government ought to regard how to meet the benefits of the overwhelming majority as its ideal of governance, take the pursuit and realization of social equity and social justice as its aim, consider the realization and protec- tion of the benefits of the overwhelming majority of the people as its basis of political legitimacy, and lock upon ＂rule by law＂, ＂scientific governance＂ and ＂democratic governance＂ as its ultimate goal o construction. Therefore, the nature of harmonious politics is made up of, ＂fair politics＂, ＂limited politics＂, ＂politics of order＂, ＂democratic politics＂ and ＂rule -of- law pol- itics＂.
