新兴工业基地土地流转问题思考——以百色铝工业基地为例

国家对百色的发展定位为,打造全国重要的铝工业基地。百色是一个多民族聚集地区,作为我国重要的新兴铝工业基地,其发展始终离不开土地。因此,在实施工业兴市的战略中,由此产生的工业基地建设,包括矿产基地建设、能源基地建设、交通运输、城镇化建设、产业结构调整、劳动力转移等,都涉及到土地流转所产生的问题。协调解决各方面的问题,对实现民族地区的工业化和民族大团结具有重要的现实意义。
