At the turn of the century, the government of China should timely activate the project of innovation of the state administrative system. To this reason, it becomes necessary to clarify and analyze the momentous variables and the ten relationships, which restrict and affect the reform in administration of government at the very start. It is on this basis that systematic theories and thoughts of the administrative reform of China in the early 21st century can come into being.
