当代中国电子政务:反思与走向

创新理念、人本主义理念、效率理念和服务理念是推动世界各国进行电子政务建设的重要因素,并在相当大的程度上对实现跨部门信息与服务的整合、再造行政业务流程、提高政府部门管理效能与公共服务质量起到了非常重要的作用.我国自20世纪80年代推行办公自动化开始,电子政务建设已经历了近20年的时间.运用实践验证的逻辑对这段时间里的电子政务建设进行总结评估、并在此基础上探索当代中国电子政务发展的趋势与走向,这对于推动中国电子政务建设的健康发展、充分发挥电子政务在"推进社会主义民主政治建设"、"进一步转变政府职能,改进管理方式,形成行为规范、运转协调、公正透明、廉洁高效的行政管理体制"的作用、提高执政能力、构建和谐社会,都具有十分重大的现实意义.

On the Tendency of Development in Modern China's E-government Construction

the notions of innovation, humanism, efficiency and service contained in e-government are important elements for driving many countries to construct an e-government, and to a great scale exerts vital influence on implementing the conformity of information and service among different departments, reinventing the course of administration and enhancing the administrative efficiency and the quality of public service of government units. since oa had been introduced from 1980s, chinese construction of e-government went through nearly 20 years. it is important to summarize and evaluate of the construction of e-government in this period with the logic of practical validation, and to explore the tendency of development of modern china's e-government construction. the summarization, evaluation and exploration are of very realistic significance for the advancement of china's e-government construction in depth and scope, for the full exertion of e-government in "pushing the construction of socialist democratic politics", and in "further transforming the government's function, improving the way of administration, and forming a just, transparent, honest and efficient administrative system which function properly and harmoniously", and for the improvement of administrative ability and the construction of a harmonious society.
