金融支持新型农业经营主体发展研究——基于安徽省太湖县的调研

随着我国农业经济的不断发展,包括家庭农场、专业大户、农民专业合作社和农业龙头企业在内的新型农业经营主体显示出巨大的生机与活力.安徽省太湖县采取鼓励资金互助、引入"政府信用"等金融手段支持新型农业经营主体发展,但尚存在正规金融涉农贷款比例下降、农村信用社改制后支农意愿减弱等不足之处.建议采取以下措施在金融领域支持新型农业经营主体发展:促进农村正规金融和非正规金融完美联接,打好农业资本内生和外生组合拳;加大农业资金供给,加强对农业发展的支持力度;推广"政府信用"模式,发挥村干部和农业主管部门在农业融资中的作用.

Financial Support for the Development of New Agricultural Management Subjects: Based on an Investigation in Taihu County of Anhui Province

With the development of our country's agricultural economy,new agricultural management subjects,includingfamily farms,big production households,farmers' cooperatives and agricultural leading enterprises,show great vitality and vigor.Taihu County of Anhui Province has been taking financial measures,such as encouraging mutual fund,introducing "government credit" and so on,to support the development of new agricultural management subjects,but there still exist some deficiencies,for example,drop of the proportion of formal agriculture-related loans,unwillingness of rural credit cooperatives to support agriculture after restructuring,etc.Therefore,this paper put forward some measures to support the development of new agricultural management subjects,which include forming a perfect connection between formal and informal finances in rural areas,promoting endogenous and exogenous growth of agricultural capital,increasing agricultural funds supply,strengthening support for agricultural development,popularizing the model of "government credit" and giving full play to the role of village cadres and agricultural management departments in agricultural financing.
