浅析我国户籍制度的未来走向

现行户籍制度由于附加了各种复杂利益以及与土地制度关联,限制了人口的自由流动和迁徙,增加了社会管理成本,形成了严重的城乡二元对立的格局,严重阻碍了城市化进程,越来越成为造成社会不公平的突出因素,户籍制度改革已经迫在眉睫。推进我国户籍制度的改革应从切实加快户籍改革立法、实行城乡统一的户籍登记制度和居民身份制度、剥离户籍制度附加的各种利益、实行城乡基本公共服务均等化、试行土地确权努力增加农民收入等方面着手,注重顶层设计,做好各项配套改革,稳步推进我国户籍制度改革。

The Future of China's Household Registration System

The current household registration system limits the free flow of the population and migration, increases the social management cost, forms the urban and rural binary opposition pattern, and hinders the urbanization process due to its additional complex interests and some association with the land system. It becomes the prominent factor of causing social unfairness and should be reformed imminently. It should be reformed in the following aspects： accelerate the legislation of the system, implement a unified urban and rural household registration system and resident status system, strip the additional interests, implement the equal basic public services between urban and rural areas, confirm the ownership of land and make efforts to increase farmers＇ income, value the top-level design and complete each supporting reform and so on.
