| 摘 要： | 高等院校是我国教育体系中的重要组成部分，是建设人力资源强国的重要保障，在经济社会发展中发挥着无可替代的作用。高等院校实施目标管理是优化内部管理体系、激发员工活力、提高管理效益的一种现代管理模式。高等院校要明确目标管理的内涵和特色，依据高等院校发展实际与办学特色，准确把握实施目标管理的战略意义，明确高等院校实施目标管理的路径和策略。

| Abstract: | Universities, as an important part of higher education system and important intellectual support for building a powerful country of human resources, play an irreplaceable role in economic and social development. The implementation of target management in universities is a modern management mode, which is to optimize the internal management system, stimulate the vitality of the staff and improve the management efficiency. Universities should understand the connotation and characteristics of target management, be fully aware of its strategic significance, and seek the correct path and strategy to implement target management. |
