旅游业二元结构对旅游扶贫效应的影响

旅游扶贫的主要目标是扶贫。然而，一些贫困地区的旅游扶贫开发并没有充分发挥扶贫作用，难以实现地区贫困人口的获利和发展，从而与扶贫目标相违背。文章从旅游业二元结构的角度对这一问题进行了分析，指出了由于旅游业的开放性和旅游扶贫开发背景的贫困性两者之间的矛盾，旅游业正式部门未能充分发挥扶贫效应，并对非正式部门产生“挤出效应”，使贫困人口被挤出旅游获利圈是导致旅游扶贫失效问题的重要原因。同时，在分析产生“挤出效应”原因的基础上，提出了消除“挤出效应”的措施。
