深化改革背景下的高校教学质量保障体系构建

高等学校教学质量管理不能简单地迁移工商企业的质量管理方法,而要尊重高等教育、教学规律,以人为本,构建高校教学质量保障体系。这既是顺应教育大众化的要求,也是保证人才培养质量、提高高等学校竞争力的有效途径。高校教学质量保障体系由决策指挥系统、目标系统、资源支持系统、过程管理系统、评价系统以及反馈纠偏系统六个部分组成。在体系构建中应坚持全程性、发展性、有效性和人本性原则。在质量保障体系运行过程中,可能会遇到机械的程序性行为、策略性行为甚至抵制行为,可以通过适时管理、适度管理、客观管理和弹性管理提高管理的艺术,保证体系有效运行。

On Constructing Quality Assurance System of University Teaching under Background of Intensifying Reform

Instead of simply absorbing the quality assurance system of businesses, the quality assurance system of university teaching should be constructed based on higher education, teaching laws, and humanism, which agrees with the requirement of educational popularization, guarantees effectively the quality of talent development, and enhances the competitiveness of universities. Such a system is composed of the following sub-systems： decision-making and commanding, object, resource support, process manage- ment, evaluation, and response and correction. The construction of such a system should adhere to the principles of whole process, development, effectiveness, and humanism. The operation of the system may face mechanical procedure behavior, strategic behavior, and even resistance behavior. The effective operation of the system can be ensured by measures to improve management art such as timely management, moderate management, objective management, and elastic management.
