| 摘 要： | 创新农村社会管理体制的本质是处理好国家与农村的关系。在传统自然村落、人民公社、村民自治和农村社区建设时期,国家与农村关系呈现不同特征,农村社会管理体制也不同,农村公共服务供给绩效差距显著。当前,必须重塑国家与农村的关系,建设农村社会复合体,形成农村公共服务供给合力,实现＂基本公共服务均等化＂。

| Abstract: | The innovative nature of rural social management system is to deal with the relationship between the state and rural areas.In periods of traditional natural villages,peoples’ communities,village self-government and rural community development,the relationships between country and village are different,and the rural social management systems are different,and the performance gap between the supply of public services in rural areas is significantly large.At present,we must reshape the relationship between the state and rural areas,construct rural social complex to supply public services in rural areas together,and achieve "equalization of basic public services." |
