| 摘 要： | 中国共产党十七大报告指出:统筹城乡发展,推进社会主义新农村建设,解决好农业、农村、农民问题是我国农村工作的重中之重.而社会保障体系中的农村最低生活保障制度(本文简称农村低保)在新农村建设中起着重要的作用.作者通过实地调查,对现行的农村低保制度进行了综合研究,并评估了产生问题的障碍性因素,基于当今快速城镇化的背景下农村低保制度存在对象识别、保障标准、基金筹集三个方面的主要问题,作者从政府宏观、中观和微观三个调控层次、低保对象自我保障意识和非政府组织的监督作用三方面的角度提出了完善农村低保制度的建议,这对完善我国农村低保制度具有一定的实用价值和积极意义.
