摘    要:教育均衡发展是实现教育公平的基本途径与方法。义务教育公平是最基本的教育公平,实现城乡义务教育公平最根本的途径是城乡义务教育的均衡发展。在对城乡义务教育均衡内涵和基本内容认识的基础上,通过分析党的十六大以来,我国城乡义务教育均衡发展的现状和存在的主要问题,探讨了导致我国城乡义务教育发展不均衡的主要原因,提出了推进我国城乡义务教育均衡发展的主要途径。

Abstract:Balanced development is the approach and method to realize fairness of education.Fairness in the compulsory education is the most fundamental fairness in education.The essential approach to realizing the fairness of the compulsory education in urban and rural areas is proportioned,or balanced,development.Starting from the understanding of the connotation and elementary contents of the proportioned development of the compulsory education in urban and rural areas,this paper analyzes the current situation and the mainly problems of the proportioned development of compulsory education in urban and rural areas from the 16th Party Congress,explores the mainly reasons for disproportion and,finally,proposes the chief approach to advancing the proportioned development of the compulsory education in urban and rural areas.
