重庆农村全面小康社会建设现状、困难及对策建议

全面小康是一个政治、经济和文化全面发展的综合性目标,具有极其丰富的具体内容。重庆农村全面小康建设总体水平低,速度慢,进展波动且不平衡,今后16年的任务艰巨。为此,提出消除政策和制度性障碍,确保农民合法权益;转变思维和观念,提升农民社会地位;积极稳妥地推进农村小城镇建设,提高城镇化水平;加快农村基础设施建设,提高农业综合生产能力的对策建议。

PRESENT SITUATION, PROBLEMS AND SOLUTION-ON THE CONSTRUCTION OF AN OVERALL WELL- OFF SOCIETY IN THE RURAL AREAS OF CHONGQING

An overall well-off society is a comprehensive goal for full political,economic and cultural development.The construction of an overall well-off society in the rural areas of Chongqing is still developing at a low level and a slow pace.Its progress is unsteady and unbalanced.So the task for the coming 16 years is arduous.Some suggestions are put forward in this paper for policy-making in tackling the existing problems,including removal of the institutional obstacles and protection of the farmers' legitimate rights,transformation of old ideas and concepts and lift of farmers' social status,promotion of urbanization and the construction of small towns,and speeding up infrastructure construction in the rural areas and enhancement of their comprehensive productive force.
