农村非公办幼儿教师待遇问题及政策建议

摘    要:当前,我国农村幼儿园教师主要以非公办教师为主。农村非公办幼儿教师作为支撑我国学前教育事业发展的中坚力量,其待遇状况直接关系到幼儿教师队伍的建设和幼儿园教育质量的提升。我国农村非公办幼儿教师待遇普遍较差,主要表现为:教师工资低、收入少,社会保险严重缺失,职称评定缺乏通道,在职培训和评优评先受限。导致这一状况出现的原因在于:农村非公办幼儿教师身份在政策层面上的缺失,我国对幼儿教师实行"双轨制"的管理制度,对农村非公办幼儿教师的财政投入力度不足。为改善农村非公办幼儿教师的待遇,应提高其工资收入水平,制定最低工资标准和健全工资制度;建立社会保险制度,明确政府、幼儿园和个人的分担比例;落实职称评定制度,将农村非公办幼儿教师纳入统一的职称评审范围;增加农村非公办幼儿教师在职培训和评优评先的机会,促进其专业水平不断提升。

Abstract:At present in China, most teachers in rural kindergartens are funded by private sectors. Rural non-public kindergarten teachers are the leading force of kindergarten teachers in China, and their treatment is directly related to the construction of kindergarten teachers and the improvement of kindergarten education quality. At present, China''s rural non-public kindergarten teachers are poorly treated, mainly as follows:low income, a serious lack of social insurance, lack of assessment of professional title, limited on-the-job training and evaluation. The reason for this situation is that the rural non-public kindergarten teachers lack the "identity" at the policy level, and our country has implemented the "two-track system" management system for the kindergarten teachers, and the financial investment of the rural non-public kindergarten teachers is insufficient. In order to improve the treatment of rural non-public kindergarten teachers, the government should raise their income by setting minimum wage standards and improving the wage system, establish a social insurance system and clarify the share of government, kindergartens and individuals, implement the title evaluation system and put them into the unified assessment of professional titles, improve the opportunities for on-the-job training and evaluation to promote their professional quality.
