| 摘 要： | 研究目的:建立一套操作性强的动态土地利用总体规划实施评价的指标体系和评价方法;研究方法:设计实施评价的指标体系和量化模型,运用层次分析法对上一轮土地利用总体规划进行评价;研究结果:运用量化模型建立动态土地规划实施评价可以在规划实施期监督土地使用情况、规范政府用地行为、依法保护国土资源;研究结论:动态的土地利用实施评价对于实现土地规划的最优化有重要作用。

| Abstract: | In order to establish a workable indicator system for the dynamic evaluation of the implementation of land use plans and evaluation methods,the AHP method was used to evaluate the previous land use plans.The results showed that dynamic evaluation of land use based on the quantitative model can inspect and supervise land use,standardize the government behavior in land use and protect the state land resources by law.Therefore it is of practical significance for the realization of optimization of land use. |
