建国以来中国政府效率变迁的数量分析-基于Malmquist生产率指数的研究

把政府视为联合供给公共品的组织,运用DEA模型中的MPI指数演示中国建国以来政府效率的变迁,结果显示,虽然有的年份政府效率会出现下降现象,但是整体来看中国政府效率有改进的趋势.同时,通过划分子时间区间进行分析,发现由于政府职能在文革期间分割到不同的权力中心,导致政府效率在文革期间不断下降.除了这个特殊的时期,政府职能集中在政府这一单一权力中心的时期中国政府效率取得较快的改进,这说明在公共品供给中必须注意发挥政府的范围经济优势,不应设置过多的并行权力中心.

A Quantitative Research on the Change of Government Efficiency since the Establishment of PRC: Based on MPI

The paper holds that a government should be regarded as an organization to provide public goods in a uniform way. The MPI index in the DEA model is applied to demonstrate the change in the efficiency of the government since the founding of PRC. The conclusion shows that although there was dwindling phenomenon of the government efficiency in some years, the efficiency of Chinese government has kept an improving tendency as a whole. Meanwhile, with the anal-ysis on sub time interval, it is discovered that the government efficiency was caused to reduce continuously during the " Cultural Revolution" because the governmental functions were divided into different power centers. Except for this spe-chic period, the government functions are centered at the single power center of the government. This suggests that it is necessary to emphasize the scope economy of government in the supply of public goods, and it is unnecessary to set up two many parallel power centers.
