| 摘 要： | 为提高低保工作的专业化管理与服务水平,有必要使专业的社会工作介入到城市低保工作中去.专业社会工作介入城市低保工作的途径,是使低保管理与服务工作分离.政府机构的工作人员负责审核低保资格,对低保群体进行动态管理.而非营利机构的专业社会工作者则对低保对象提供专业的服务.专业社会工作者在城市低保中的职责可分为两个方面,一是围绕改变低保群体个人而开展的直接助人活动;二是围绕改变低保群体的社会环境而开展的间接助人活动.
