基于国际比较视角的青岛市住房发展策略研究

20世纪90年代以来,青岛市城市住房建设快速发展,随之而来的是人口无序集聚、交通拥堵、环境污染、住房保障不足等"城市病"。众多国际性城市为解决"城市病"逐渐探索形成了较为典型的解决措施,如"多中心城市建设"、"公私分离的保障房建设"和"生态城市建设"等。借鉴住房建设的国际趋势,结合青岛市情,从住房布局、住房结构、生态城市、财政政策等多个方面提出了具有针对性的发展策略,促进了青岛市住房建设的可持续发展。

Research on Strategies for Housing Development in Qingdao:Based on International Comparison

Since 1990s,Qingdao city has experienced a rapid development in housing construction which is followed by the so called "urban ill" which features unplanned population growth,traffic jam,environmental pollution and insufficient housing security.To solve this "urban ill",many metropolitan cities have made their efforts and developed some effective measures such as "multi-center urban construction","construction of indemnificatory apartment by the public and the private sector separately",and "the construction of ecological city".Learning from the international experience of housing construction and applying them to the current situation in Qingdao,this paper puts forward some development strategies from several aspects including housing layout,housing structure,ecological city,fiscal policy and others with the purpose to promote the sustainable development of housing construction in Qingdao.
