| 摘 要： | 农业补贴绩效即农业补贴政策的实施效果。在政策制定和实施过程中有两大主体,一是政策制定者,即政府,二是政策的作用对象,对农业补贴政策而言就是农户。政府选择过程即是政策形成过程,在这个过程中,政策目标和手段的选择是核心内容;而农户的行为选择受内在因素和外部条件两类约束条件的限制。从政府决策和农户行为反应两个方面,分析了影响农业补贴绩效的因素,以期为今后我国农业补贴政策的完善提供借鉴。

| Abstract: | Performance of the agricultural subsidy refers to the effects of the agricultural subsidy policy.The two main parties in the process of policy-making and implementation are the policymaker(government) and the object(farmers).In order to improve the performance of China’s agricultural subsidy policy,this paper analyzes the factors that have great influence on the performance of the policy from two aspects:government decision-making and farmers’ reactions. |
