地方财政支出结构与经济增长

分税制财政体制改革是我国政府间财政关系方面的一次重大制度创新.从我国政府财政支出的特定构成入手,利用1994年至2005年省际面板数据,分析了从1994开始实行的财政分税制改革后,财政支出的各个构成部分对经济增长的影响,研究表明:农业支出、部门事业费支出和城市维护费支出占财政支出比重的提高显著地促进了省际人均GDP增长率;文教科卫支出、经济建设总支出、基本建设支出和其他经济建设支出占财政支出比重的提高对省际人均实际GDP增长率具有正向作用,但不显著.行政管理支出、社保支出占财政支出比重对省际经济增长率具有负效应,且显著;补贴支出和其他支出占财政支出比重与省际经济增长之间具有不显著的负向关系.而这无疑是为如何优化财政支出结构提供实证的依据并提出相关的政策建议.
