在构建社会主义市场经济运行机制中，一个重要的因素是中国人的公民意识淡薄，培养和强化公民意识是建设中国特色的社会主义不应忽视的重要问题。公民是指具有某国国籍并依照该国宪法享有权利和义务的人。公民概念与人民群众是不同的政治概念。公民意识是社会意识形态的形式之一，是一定国度的公民关于自身权利、义务的自我意识和自我认同的总称。公民权是为了确保公民的权利，实现由群众概念到公民概念的转变，由法律规定并予以保障的公民的某种行为；并且通过公民自己的行为享有权利的主客观统一。
