| 摘 要： | "公立医院回归公益性"是目前我国深化医药卫生体制改革、尤其是公立医院改革的一个热门政策命题。然而,在对"医疗机构公益性"的内涵进行深入细致的理论分析后,我们发现,在目前的卫生保健制度框架下,公立医院回归公益性存在着制度设计的困难。医疗卫生事业公益性的责任主体应该是各级政府,而非公立医院。

| Abstract: | Non-Profitability of Public Hospitals is a hot policy issue in promoting the health care system reform and public hospital reform in particular.With an in-depth theoretical analysis of the implications of the non-profitability of public hospitals,this study comes to the conclusions that there exist institutional barriers to its realization and that the governments at various levels not public hospitals should be responsible for the achievement of non-profitability of public hospitals. |
