城市建设投融资的机制创新研究

随着中国城市化进程的不断加快,人口和产业迅速向城市集中,城市基础设施的供给不足已经凸现,使得对城建资金的需求日趋强烈。从中国城市建设传统融资渠道的现状与不足出发,提出了树立“城市财政经营”理念、通过市场化手段对城市准公共物品进行经营和供给、发行地方政府债券、大力开展城建项目融资、建立使用者付费制度等实现中国城建投融资机制创新的建议。

Mechanical innovation on the investment and finance of city construction

With the quicker speed of the urbanization in China, population and industries are concentrated toward city continuously and quickly which make the city infrastructure sharply in short supply compared with the huge demand. By analyzing the present condition and limitation of the traditional financing means for city construction, the paper puts forward how to actualize mechanical innovation of finance means for city construction by establishing urban public finance management concept, operating the urban public product throw market means, publishing the local government bond through a market, making use of the item financing and setting up system of user charge, etc.
