交通科技项目多层次模糊综合评价研究

摘    要:基于交通科技项目的特点,依据科学性、可操作性和可比性等原则,运用专家咨询法和层次分析法,构建了由项目必要性、支撑条件、执行情况、学术水平和实施效益5个一级指标以及科技影响力等15个二级指标构成的评价指标体系,并以"十五"西部交通建设科技项目评价作为实际案例进行综合评价,结果表明:该评价体系具有良好的实用价值和发展前景。

Abstract:According to the principles such as scientificity,maneuverability,comparability,the paper analyzes the characteristics of the scientific projects in transportation,presents the necessity and imminency of the evaluation of them,and establishes the evaluation index system which includes 5 first-degree indexes(necessity,supporting terms,implementation situation,academic level and benefit) with 15 second-degree indexes(influence,etc).Then the paper uses expert consultant method and analytic hierarchy process(AHP) to calculate weighting.Finally,the paper uses the evaluation index system and fuzzy comprehensive evaluation method for the projects of the "10th Five-year Plan" and the West Traffic Construction Projects.The results indicates that the evaluation system runs well and will have a bright future.
