突发公共事件预警机制

目前中国正处于突发公共事件的高发时期,而且在未来很长一段时间内,中国都将面临突发公共事件所带来的严峻考验。面对公共事件灾害的突发性和破坏性,必须建立和完善预警机制,抓好防灾救灾的基础准备工作,使人们面对灾难时变得更理性、更灵活、更团结、更有责任、反应更快,这既是提高突发公共事件预警管理和防御能力,最大限度地减少损失的关键环节,又是迅速展开灾后重建的重要基础。
