信息社会与公共行政的新模式

运用规范分析和实例分析的方法,对信息社会与公共行政的新模式进行分析。分析认为:工业社会向信息社会的变迁,主要从改变原有的经济形态、政府与公民之间的信息形态、公共行政管理部门的组织形态等方面对传统公共行政模式提出挑战;为回应这些挑战,公共行政模式可以从公民参与到开放民主、从社区建设到和谐家园建设、从信息公开到信息共享、从层级治理到网络治理等发展路径出发,探索信息社会条件下公共行政的新模式。

Information society and new model of public administration

Through standardization analysis and concrete example analysis,this paper discusses information society and the new model of public administration.The analysis shows that the industrial soci-ety is now shifting to information society,in which the original economic pattern,the information pattern between the government and masses,the organization pattern of the public administration have challenges for the traditional public administration model.In response to the challenges,the present public administration should be changed from citizen participation to open democracy,from community construction to harmonious home construction,from information opening to information sharing and from levels governance to internet governance,and be always ready to look for new models for its public administration.
