中国加入RCEP与经济体制机制改革深化

为研究《区域全面经济伙伴关系协定》(RCEP)的签署与中国经济体制机制改革的关系问题,对RCEP的内容和意义进行分析,探究RCEP推动中国开放-改革的新发展征程。研究认为,RCEP是一份全面、现代、高质量、互惠的自贸协定,其内容条款能够让成员国在参与全球最大贸易与投资自由化的区域经济运行中获得经济贸易利益,提升东南亚区域经济一体化水平; 通过签署RCEP,中国将在完善政策立法、产业结构调整、国有企业制度改革等方面,推动公平竞争的体制机制逐步完善; 在市场准入、资源配置、知识产权保护、劳动力和要素市场规范、市场经济法治建设、自由贸易试验区和自由贸易港发展等方面,进一步发挥社会主义市场经济体制优势,在形成以国内经济大循环为主体的基础上,积极参与区域和全球经济合作,利用更高水平对外开放,深化国内经济体制机制改革,实现外部循环与内部循环相互促进的新发展格局。

China’s accession to the RCEP and the deepened reform ofeconomic system and mechanism

In order to study the relationship between the signing of the Regional Comprehensive Economic Partnership(RCEP)and the reform of China’s economic system and mechanism, this paper analyzes the content and significance of RCEP, and explores the new development journey of China’s opening-up and reform promoted by RCEP. The study believes that RCEP is a comprehensive, modern, high-quality and mutually beneficial free trade agreement. Its content provisions can enable member countries to gain economic and trade benefits from participating in the regional economic operation of the world’s largest trade and investment liberalization, and enhance the level of regional economic integration in Southeast Asia. By signing the RCEP, China will gradually improve the system and mechanism for fair competition in terms of improving policy and legislation, adjusting industrial structure and reforming the SOE system. In the aspects of market access, the allocation of resources, protection of intellectual property rights, labor force and factor market regulation, establishment of market economic rule of law, pilot free trade zone and free trade port development, etc., China will further give full play to the advantages of the socialist market economy system, actively participate in regional and global economic cooperation on the basis of the domestic economic circulation as the foundation, take advantage of the higher level of opening-up to the outside world, deepen the reform of domestic economic system and mechanism, and achieve the new development pattern featuring mutual promotion of the external circulation and internal circulation.
