美国文化产业政策及对中国的启示

摘    要:鉴于美国文化产业的世界领先地位,在分析美国文化产业政策理念、政策内容和政策实施效果的基础上,结合中国具体国情,提出了中国的文化产业发展政策:1)政策渐进化,逐步引入市场因素;2)政策弹性化,因地制宜地发展文化产业;3)政策常态化,保持文化产业政策的连续性;4)政策行业化,推动行业协会的发展;5)组织协调化,实现协调管理。

Abstract:In view of the leading position of American cultural industry, on the basis of the analysis of the ideas and content of policy, and the effect of policy implementation of American cultural industry, Chinese cultural industry policy is put forward, according to Chinese national conditions, and with the es- sence of American cultural industry policy absorbed. This cultural industry policy is stated as following: the gradual progression of the policy with market force introduced; and the flexibility of the policy suiting the local circumstances to develop the cultural industry; the normalization of the policy to maintain the continuity of cultural industry policy; industry-orientation of the policy to promote the development of industry associations and harmonization of organization to realize coordinated management.
