中国私人小汽车发展的宏观政策研究

针对私人轿车交通积极和消极的影响,通过对拥有和使用小车的个人成本、个人收益、社会成本、社会效益4个方面的分析,指出政府应从住宅区结构调整、鼓励第二、三产业向郊区转移,加大公共交通设施和道路基础设施建设3个方面的宏观政策调整,合理引导私人小汽车趋向经济、节能、环保、合理的消费结构,从而促进中国轿车工业、社会经济及城市空间、城市环境的可持续发展。

Macro-policy study for private car depvelopment in China

Aimed at positive and negative effects of private cars brought to individuals and the society,the paper gives cost-profit analysis for possessing and using private cars,and points out that such three macro-policies as adjusting residence region,transtering the second and tertiary industries to outskirts,strengthening public transportation and road construction should be adopted so as to make the use of private car more economical in consumption and energy and better for environmentel protection.The purpose of all these is to carry out the sustainable development for China's car industry,economic development, urban space exploitation and the bettering of urban environment.
