突发公共事件应急管理质量评价体系研究

近年来全球突发公共事件的影响不断增大，对社会秩序和社会稳定已构成威胁，突发公共事件应急管理质量的优劣必然要对人们生活产生重大影响。同时现代质量管理也越来越强调预防式管理。因此，论文将现代质量管理的理念、方式方法经过加工改造运用于突发公共事件应急管理，在分析突发公共事件应急管理的质量问题的基础上，对突发公共事件应急管理的质量评价体系进行了研究，利用统计分析方法、模糊层次分析法和模糊数学模型建立了应急管理的质量评价指标体系和评价模型，对突发公共事件应急管理的质量的研究将起到抛砖引玉的作用。

A Study of Quality Evaluation System for Emergency Management

In recent years,the influence of the public emergency has constantly increased in the whole world.It has become a threat to the social order and stability of the world.Obviously,the quality of emergency management is the decisive factor to people's life.As a result,modern quality management emphasizes the preventive management more and more.This paper applies the theory and methodology of modern quality management for analyzing problems of emergency management.On the basis of this analysis,the paper discusses the quality evaluation of emergency management,and meanwhile tries to set up a quality evaluation index system and evaluation model of emergency management by adopting the statistics analytic method,the fuzzy analytic hierarchy process and fuzzy mathematics model.
