摘    要:采用三阶段DEA(数据包络分析)方法对我国2009年31个省市的服务业运营效率进行研究。结果表明:我国服务业运营效率受人力资本、技术创新和政府支持的影响显著;如果不剔除环境因素和随机误差的影响,服务业纯技术效率将被低估,规模效率将被高估;服务业综合技术效率平均值仅为0.520,主要是因为纯技术效率偏低;各省市服务业生产效率可划分为四种不同类型,各地应结合自身效率的特点,有侧重地提高管理水平或者扩大生产规模;我国服务业效率存在明显的地域差异,即东部地区最优,中部地区次之,西部地区最差。

Abstract:The paper evaluates the efficiency of service industry in 31 provinces of China in 2009 by three-stage DEA model.The empirical results are as follows: firstly,service industry’s operation efficiency has a remarkable relationship with human capital,technical innovation and government’s support;secondly,if the effects of exogenous environment variables and random shocks are not controlled,the pure technical efficiency of 31 provinces will be underestimated,and scale efficiency value will be often overestimated;thirdly,due to lack of pure technical efficiency,the technical efficiency of 31 provinces with the average of 0.520 is low;moreover,China can be divided into four types according to pure technical efficiency and scale efficiency;lastly,the efficiency of service industry in East,Central and West China differs wildly,that is to say,the one in East China is the best and the one in West China is the worst.
