| 摘 要： | 美国在环境保护方面取得的成就主要得益于其三位一体的环境管理体系。以环境为中心，该体系包括三个部分:全面而完善的环境法律体系，它为美国环境保护提供了强大的法律武器；基于《国家环境政策法》所设立的环境法执行机构，它为美国环境保护提供了强有力的法律实施主体；预防与惩罚相结合的法律运行机制，它保证了美国环境法的实施效果。正是上述三者的结合，美国在当今环保领域取得了骄人的成就，它堪称西方世界的典型，其成功的经验为我国建设“和谐社会”提供了重要的启示。
