摘    要:“十四五”时期是中国努力实现碳达峰和碳中和的关键和开局时期,持续强化能耗强度控制具有重大意义。面向农业、工业、建筑、运输、服务这五个部门,构建可以评估省级行政区综合能源经济效率水平并能在时间和空间维度进行比较的能效指数,以分析各省级行政区能源效率的现状及改进空间。评估结果显示:2010—2018年中国的省际能效指数平均提升了约10%,但八大综合经济区的能源效率指数水平极不均衡,大部分省份的能源消费量和能效指数均呈现同步增加的趋势。同时,通过对各省级行政区五个部门的能源消费量和能源效率指数进行二元分析,识别出了各部门的重点节能地区。

Abstract:“The 14th Five Year Plan” period is the key and beginning period for China to achieve carbon peak and carbon neutralization. It is of great significance to continuously strengthen the control of energy consumption intensity. This paper constructs an energy efficiency index for the five departments of agriculture, industry, construction, transportation and service, which can evaluate the comprehensive energy economic efficiency level of provincial administrative regions and compare it in time and space dimensions, so as to analyze the current situation and improvement space of energy efficiency of provincial administrative regions. The results show that Chinese provincial energy efficiency index has increased by about 10% from 2010 to 2018, but the energy efficiency index level of the eight comprehensive economic zones is extremely uneven. At the same time, the energy consumption and energy efficiency index of most provinces show a synchronous increase trend. Through the binary analysis of energy consumption and energy efficiency index of five departments in each provincial administrative region, the key energy-saving areas of each department are identified.
