| 摘 要： | 运用信息熵确定指标权重的方法，对灰色决策的基本原理进行了研究，建立了相应的数学模型。将非等权目标灰色局势决策方法用于工程投标决策，初步涉及了工程投标中存在的诸多不确定因素和风险性。从决定工程投标的影响因素入手，确定了灰色局势决策目标，将决策树和标准离差率（风险值）的计算结果作为量化了的决策目标，使灰色局势决策方法的基础数据来源更具有理论依据。结合工程实例，具体阐述了投标决策过程，对决策结果给予了细致分析，为工程施工企业做出正确的投标决策提供了依据。
