社区治理体系建设中的文化认知：功能、困境及出路

文化认知具有鲜明的主体性特征，认知主体已有的文化认知及其结构即“认知图式”在认知中起着决定作用。社区治理作为人类一种有目的、有意识的文化活动，同样受到文化认知及其认知图式的影响。文化认知构成了社区治理价值选择、工具选择和主体态度指向的依据。当前我国社区治理体系建设中存在着明显的文化认知困境，即基层政府的“全能政府”认知偏误、社区组织的“行政导向”认知偏误和社区居民的“搭便车”认知偏误。破解这种文化认知困境的出路在于更新社区治理文化认知的知识基础、优化社区治理文化认知的经验基础和重建社区治理文化认知的制度基础。

Cultural Cognition in the Construction of Community Governance System:Function,Dilemma and Outlet

Cultural cognition has distinct subjective characteristics,and the existing cultural cognition and its structure,that is,"cognitive schema",play a decisive role in cognition.As a purposeful and conscious cultural activity,community governance is also influenced by cultural cognition and its cognitive schema.The main manifestation is that the cultural cognition constitutes the basis of community governance value choice,tool choice and subjective attitude direction.At present,there are obvious cultural cognitive dilemmas in the construction of community governance system in our country,including the cognitive errors of"omnipotent government" of grass-roots government,"administrative orientation" of community organizations and "hitchhiking" of community residents.The way to solve this cultural cognition dilemma lies in renewing the knowledge base,optimizing the empirical basis and rebuilding the institutional basis of community governance.
